Scope and Contents
This collection contains correspondence, speeches, clippings, videos, and slides. This material dates from 1964-1984 with the bulk falling between 1968-1973. The slides document mass transit operations throughout the world including Tokyo, Singapore, Toronto, Montreal, and Hong Kong. There are slides of the construction of Washington, D.C.'s metro. Most of the correspondence and memos are those Carter sent and is primarily business related although there are personal letters. The collection also contains files related to Urban Systems that were probably gathered by Carter for his work. The majority of the collection is slides.

Biographical Note
Charles Carroll Carter (August 6, 1928-May 14, 2021) worked as both the Assistant Secretary of Transporation and Special Assistant to the Secretary of Transportation and Assistant Administrator for Public Affairs Urban Mass Transportation Administration in the Nixon and Ford administration. Carter also served as Executive Director of the International Mass Transit Association. From 1974-1988, Carter was the publisher/editor of "Mass Transit", an international magazine on urban public transportation. The transportation related correspondence in this collection is from numerous government officials, political figures, and business executives.
Born in Philadelphia, Pennsylvania, Charles Carroll Carter was raised in Washington, DC. He later received his B.A. from the University of Notre Dame in 1949 and a MBA from the American University in 1959. He died on May 14, 2021 in Washington, DC.
